Are We Comparing Apples with Apples? Why Workplace Fatality Statistics Can Be Misleading

Every year, governments around the world publish workplace fatality statistics. These figures often make headlines, influence public policy and become a benchmark for judging the effectiveness of national health and safety systems.

It’s natural to compare one country’s performance with another. If Great Britain records 126 workplace fatalities while another country reports several hundred—or even several thousand—it seems reasonable to conclude that one nation is significantly safer than another.

But there is an important question that is rarely asked:

Are we actually measuring the same thing?

The answer is often no.

Different countries define, investigate and report workplace fatalities in different ways. Some include road traffic collisions involving workers. Others exclude them. Some report occupational diseases alongside traumatic injuries, while others publish them separately. Even the definition of what constitutes a work-related fatality can vary considerably.

Understanding these differences is essential before drawing conclusions about national safety performance.

The Health and Safety Executive’s (HSE) latest annual workplace fatality statistics provide an excellent opportunity to examine not only how far workplace safety has improved in Great Britain, but also why international comparisons require careful interpretation.


The Latest HSE Statistics

The HSE recently reported that 126 workers were fatally injured in work-related accidents during 2025/26 across Great Britain.

Every one of these deaths represents a tragedy for families, colleagues and communities. Nevertheless, the figure continues a long-term downward trend and reinforces Great Britain’s position as one of the safest places in the world to work.

The industries recording the highest numbers of fatal injuries remained broadly consistent with previous years:

  • Construction
  • Agriculture, Forestry and Fishing
  • Manufacturing
  • Transportation and Storage
  • Waste and Recycling

Similarly, the leading causes of fatal injury have changed little over time, with the greatest risks continuing to arise from:

  • Falls from height
  • Workers struck by moving vehicles
  • Workers struck by moving or falling objects
  • Contact with moving machinery
  • Objects collapsing or overturning

These are hazards that have challenged employers for decades. While enormous progress has been made, they remain critical risks requiring constant attention.

At first glance, the latest statistics appear to tell a straightforward story.

In reality, they tell only part of it.


Forty Years of Progress

One of the most encouraging aspects of the HSE statistics is not the annual total itself, but the remarkable long-term trend they represent.

Forty years ago, workplace fatalities in Great Britain were dramatically higher than they are today.

Although individual years fluctuate, the overall trend is unmistakable. Since the early 1980s, fatal workplace injuries have fallen by approximately 75%, despite substantial growth in the workforce and increasing industrial complexity.

This represents one of occupational health and safety’s greatest success stories.

There is no single explanation for this improvement. Instead, it reflects decades of progress across multiple areas, including:

  • the introduction and continued evolution of the Health and Safety at Work etc. Act 1974;
  • improved engineering controls and safer equipment;
  • better workforce training and competency standards;
  • advances in machinery and automation;
  • stronger regulatory enforcement;
  • more systematic risk management; and
  • a cultural shift towards recognising that serious workplace injuries are preventable rather than inevitable.

Health and safety professionals should take a moment to acknowledge this achievement. While the profession rightly focuses on areas requiring improvement, it is equally important to recognise how far workplace safety has progressed.


Why International Comparisons Are Difficult

This is where the conversation becomes more complicated.

Many people naturally compare Great Britain’s 126 fatalities with Australia’s annual total of around 200, Canada’s several hundred, or the United States’ more than 5,000.

However, these figures are not directly comparable.

The reason is simple.

Each jurisdiction defines and reports workplace fatalities differently.

For example, Great Britain’s annual HSE statistics primarily include fatal traumatic workplace injuries reportable under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR).

They generally include employees, self-employed workers and certain members of the public fatally injured as a direct result of work activities.

However, they usually exclude:

  • most road traffic collisions occurring on public roads while someone is driving for work;
  • deaths occurring during the normal commute to and from work;
  • occupational diseases such as asbestos-related cancers (reported separately);
  • merchant shipping incidents;
  • civil aviation accidents; and
  • military operational fatalities.

By comparison, the United States’ Census of Fatal Occupational Injuries (CFOI) includes a much broader range of work-related events, including many occupational road crashes, aircraft accidents and workplace homicides.

Australia generally includes many occupational road traffic fatalities within its national statistics, while Canada’s reporting framework is largely based on provincial workers’ compensation systems, meaning definitions and reporting methodologies vary between provinces.

The result is that two countries may record significantly different fatality totals even when their underlying workplace risks are broadly comparable.

The incident itself has not changed.

Only the statistical framework has.


Looking Beyond Total Numbers

One way researchers attempt to make fairer comparisons is by examining fatality rates per 100,000 workers rather than simply comparing total fatalities.

Fatality rates therefore provide useful context—but they should never be viewed as simple league tables.


The Statistics Don’t Tell the Whole Story

Perhaps the most striking limitation of annual workplace fatality statistics is what they do not show.

The HSE estimates that around 13,000 people die each year in Great Britain from work-related illnesses, including occupational cancers and respiratory diseases.

Compare that with 126 traumatic workplace fatalities.

The contrast is remarkable.

While traumatic incidents often attract significant public attention, occupational disease remains the far greater burden on workers, families and society.

This highlights an important truth.

Effective health and safety management is not solely about preventing accidents.

It is equally about controlling long-term health risks whose consequences may not become apparent for decades.


What Should Organisations Learn?

The real value of workplace fatality statistics is not in comparing one country with another.

It lies in understanding where risks remain concentrated and what lessons organisations can apply to their own operations.

Regardless of jurisdiction, many of the same critical risks continue to appear year after year:

  • falls from height;
  • workplace transport;
  • mobile plant;
  • machinery;
  • confined spaces;
  • energy isolation;
  • contractor management.

These hazards are familiar because they continue to present significant risks across almost every industry.

Rather than asking whether one country reports fewer fatalities than another, organisations should ask:

  • Have we identified the critical risks within our own business?
  • Do we understand which controls prevent catastrophic incidents?
  • How do we verify those controls remain effective?
  • Are we learning from both domestic and international incidents?

Those questions are far more likely to improve workplace safety than any comparison of national statistics.

By understanding the data—and its limitations—health and safety professionals can move beyond simple comparisons and focus on what truly matters: applying the lessons that continue to make workplaces safer for everyone.
